CEC Title 24
Standards
Effective July 1
Beginning July 1, 2014, the light- ing requirements of the 2013
California Energy Commission’s
(CEC) Building Energy Efficiency
Standards, also known as “Title 24,”
become effective. The 2013 Standards
(Title 24, Part 1, Chapter 10 and Part
6, and affective provisions in Part 11)
were originally slated to go into effect
Jan. 1, 2014; however, at the CEC’s
Business Meeting on December 11,
2013, the effective date was postponed
to July 1, 2014. This delay was put
in place to accomdate the CEC 2013
Public Domain Compliance Software,
which must be used to complete the
performance compliance approach of
the 2013 Standards.
The Title 24 standards describe new
requirements for permanently wired
residential lighting fixtures installed in
new homes or as part of remodeling
projects. There are now, and will continue to be, two categories of lighting
fixtures under the new standard: (1)
High Efficacy and ( 2) Low Efficacy.
The standard requires that a certain
number or percentage of High Efficacy
fixtures be installed in each room type
of every residential project. Therefore,
manufacturers will have to test, list
and mark fixtures accordingly.
On May 13, 2014, Dick Upton,
CCE, ALA president and CEO,
and Clark Linstone, CFO of Lamps
Plus and chairman of ALA’s Board
of Governors, authored a letter to
members of the CEC regarding the
2013 Title 24 Standards. The letter
focused on the new color and efficacy
standards for LED luminaires. After
discussing the standards with numerous ALA fixture manufacturers who

with the event.

Michael Weems Hired to Take Over as
ALA VP of Government Affairs
The American Lighting Association announces
the hiring of Michael
Weems as Vice President of
Government Affiars. He began his duties June 16, 2014.
Weems comes to ALA from
the office of Congressman
Joe Barton (TX- 6), where he
has worked since 2005. His
most recent position was the key role of
legislative director.
Through his work in Barton’s office,
Weems gained extensive experience in
legislative matters, particularly in the
area of energy and commerce. As leg-
islative director, he served
as the primary liaison
between Barton’s office
and the House Energy and
Commerce Committee,
of which Barton is the
Chairman Emeritus. During
his time on Barton’s staff,
Weems was involved in all
legislation related to eneregy
efficiency and development. He has
an in-depth knowledge of the internal
workings of Washington, D.C., and the
necessary skills to help ALA advance
industry matters.
